Deputy suspended for asking a woman for a date instead of a ticket

A deputy in Ohio was suspended for asking a woman on a date "in lieu of a ticket". This deputy motioned for a woman to come to his car, she didn't have a necessary license plate and also had two kids with no seat belt. He gave her a verbal warning. After that he handed her a card with his number and said "we oughta hang out sometime". Did he do anything wrong here? I mean he already gave her a break BEFORE asking her out (sort of).
